Microsoft, it turns out, does have a tool to update your Outlook calendar for the DST changes - supposedly this will reschedule appointments that occur in the three week period between old and new DST times.
Great, I thought. Download... install... run the Time Zone Update Tool. Out of 181 appointments it analyzed in my calendar, the tool modified the time of just two.
St. Patrick's Day and Halloween.
